The scrum development team has to attend, the scrum master should attend the vast majority of the time but their presence is not essential.

  • The Scrum Master facilitates the meeting and ensures the 3 questions (see the scrum guide for more details) are answered by everyone and that the timebox is adhered to. If the scrum master is absent the meeting should always still happen!
  • The Development team answer the 3 questions .
  • It may be a surprise for some teams to learn, but anyone else can attend but if they do, they cannot participate. The development team and the scrum master are the only people that should speak during a daily standup.

The attendance of stakeholders should be monitored closely however,  if the PO or other stakeholders are attending regularly and it is a disruption to the team, the scrum master can step in and tell them not to attend. Remember this is not a status meeting for management and teams should be trusted to complete their work without interruptions.
